Tax Season for Foreigners in China: A Plain-English Intro
Tax in China has two hard dates that matter for most foreigners. Learn those two and the rest becomes manageable. The first is monthly: your employer withholds income tax from every paycheck. The second is annual: a reconciliation window that opens in March of the next year and runs to the end of June.
TL;DR (30-second version)
- You rarely file anything in January — individual income tax is withheld from your salary by your employer, every month.
- One window matters personally: roughly March 1 to June 30 the following year, China’s annual tax reconciliation.
- One employer, one salary, no side income? Probably nothing to pay or file — but check your records anyway.
- Things that change the math: income from outside China and housing benefits from your employer.
- Ask at your local tax service office or the national tax hotline. We are an information site, not a tax agent.
All year: your employer withholds every month
China taxes employment income as you earn it. Each month, your employer works out the tax on your salary, withholds it, and passes it to the tax authority for you. Rates are progressive, from 3% at the bottom to 45% at the very top. A standard basic allowance of 5,000 yuan per month is deducted before tax is calculated — which is why a normal foreign salary is taxed more gently than people expect.
One number decides a lot: 183 days in China within a tax year. Cross it and you are a tax resident, taxed on worldwide income. Stay under it, and only your China-source income is taxed. Your HR team usually tracks this, but it is your responsibility on paper.
March to June: the annual reconciliation
Each year around March, China runs a settlement for tax residents — the annual reconciliation. Monthly withholding is checked against what you actually owed, and the difference is paid or refunded. The window normally runs from March 1 to June 30.
If your only income is salary from one employer that withheld correctly all year, there is usually nothing to pay and nothing to file. If you changed jobs mid-year, worked for two employers at once, or earned freelance or rental income, you can review everything in the official tax app and settle from there.
The add-ons that change the math: foreign income and housing
Foreign income. As a tax resident, China can tax worldwide income — salary from a home-country employer, dividends, rental income. The relief: foreign tax you already paid is usually credited against your China bill under double-taxation agreements, so you rarely pay twice. Keeping records of what you paid abroad is the whole game here.
Housing. If your employer provides housing — an apartment, or a reimbursement for rent — the benefit can be tax-exempt within reasonable limits, as long as the arrangement is properly documented and registered with the tax authorities. It is one of the most useful perks a foreign hire can negotiate, precisely because it is tax-free.
Where to ask: your local tax office
The people who know your situation work at your district’s tax service hall — the tax bureau’s service center. Bring your passport, and a colleague for language support if you can. The national tax hotline (12366) covers most major cities, and your employer’s finance team is a legitimate first stop too — they handle your withholding every month and want your numbers right.
One honest warning: rules and city practice vary, and notices change constantly. Treat everything you read — this article included — as a map, then confirm details against current official channels.
What we are (and are not)
We are an information site, not a tax agency and not your accountant. Nothing on this page is tax advice; it is a plain-English map of how the system usually works, so you know which questions to ask and when. If your situation is unusual — large foreign income, a startup, a mid-year move — one consultation with a tax professional is money well spent.
Quick answers
Do I have to file a tax return as a foreigner in China?
Usually not, if your only income is salary from one employer that withheld tax all year. The reconciliation may still ask you to confirm details in the tax app around March.
When is the tax filing window?
Monthly withholding happens automatically with every paycheck. The annual settlement window normally runs from March 1 to June 30 of the following year.
Are foreigners taxed on income earned outside China?
If you are a tax resident (at least 183 days in a tax year), yes in principle — but foreign tax already paid is typically credited against your China bill, so you rarely pay twice.
Is a housing allowance taxable?
Housing provided or reimbursed by your employer can be exempt within reasonable limits if the arrangement is documented and registered with the tax office. Confirm the paperwork with HR.
Do I need a tax agent?
For a single-employer salary, usually not. Multiple income sources or foreign income? A one-off consultation is cheap insurance.
